On this 1.3 ha property on the edge of the city Yên Bái northwest of Hanoi, originally designated as a forest area, various luxury buildings were built. The property is officially owned by a woman named Hoàng Thệ Huệ. She is the wife of Phạm Sỹ Quý, ironically Head of the Environment and Nature Conservation Department of the province of Yên Bái. However, the case becomes quite explosive if one knows that Phạm Sỹ Quý is the brother of the party leader of Phạm Thị Thanh Trà province. After the outcry in the media yesterday, an investigation was announced by the provincial authorities as to whether everything is above-board.
